Getting error

Repeating over and over again on homepage: Constant WP_USE_THEMES already defined

Web site loads, but it's very slow. Also getting this: Fatal error: Allowed memory size of 536870912 bytes exhausted (tried to allocate 122880 bytes) when I try to go to /wp-admin. The trick is to rename themes folder so it defaults back to the wordpress theme, then wp-admin pulls up fine and allows me to log in. Once it's authenticated, I can stay logged in without issues and can rename themes folder again. But logging in from a new computer creates the same problem for me, and I have to go through the same process so that it caches the login credentials.

I'm guessing these two issues may be related, or not at all? I tried googling the WP-ADMIN problem and that's where it pointed to me to a theme issue and had me rename the theme directory as a test. Googling The Constant WP_USE_THEMES issue only leads me to other theme developers trying to get rid of the error message. Not a huge help to me.
